Daphny Milligan
Parent Liaison, DFPS Region 7
Daphny J. Milligan is a lived experience leader and dedicated advocate for child and family well being in Texas. A devoted mom of four who draws from her own successful reunification journey, she brings a powerful combination of personal insight, professional skill, and systems level perspective to her work across the child welfare landscape.
Daphny currently serves as a Parent Liaison for DFPS Region 7 where she supports, guides, and empowers families navigating the child welfare system. She holds an Associate of Applied Science in Chemical Dependency Counseling, strengthening her ability to support families affected by substance use and advocates for trauma informed, recovery oriented services. Daphny is also pursuing a bachelor’s degree in Psychology, deepening her understanding of behavioral health, family systems, and child development.
Driven by a commitment to strengthen families and expand access to supportive, evidence informed services, Daphny’s long term vision includes developing and operating a family treatment court and residential support facility, creating a holistic environment where families can heal, stabilize, and thrive together. Across every role, Daphny leads with empathy, authenticity, and a resolute belief in the power of second chances. She continues to work toward transforming systems so that more families can stay safely together and more parents have the support they need to succeed.
